and is allowed, if he chooses, to appear before the said Council and defend himself orally.

On the 22nd November P Wharry forwarded, through Dr Hayes, a reply, to the communication made to him of the decision of
the Executive Council in which
"that his sole reason he says for declining to undertake extra work was ill health"
In forwarding this paper the Colonial Surgeon remarks,
"No reference to ill health has been made by the Superintendent,
"either verbal or in writing.
