Sub. Enclosure B
198
Report by the Acting Attorney General.
o fresh evidence appears to have been taken since the 3rd November. I was under the impression that further evidence was forthcoming and was consulted a few days ago about some promise to be made to a Chinese who could give some information.
There can be no doubt that U A-fung was decoyed or tempted to Hongkong, and when once over here, means were taken that he should not reach HungHom again. He was in fact kidnapped but it has been so skilfully done, ... although in my opinion the master of the Launch knew the reason for going to Kowloon first, unfortunately we have no evidence against them.
That he jumped overboard in British waters there can be no doubt and was not forcibly taken on to Kowloon City instead of being landed at Hung Hom, we have no evidence to show he ever protested or asked to be taken to Hung Hom.
