However, in view of the abundance and cheapness of native labour and the facility with which hot water can be carried throughout the building by the house coolies, the laying of hot water does not appear to have been desiderated by the Colonial Engineer.

Dr Wharry states the defects complained of by him are due to disregard of his suggestions from myself, but it will be readily understood that discussions in respect of all the details of the new Hospital had necessarily to be with Dr. Atkins, the Head of the Department and not with Dr Wharry, his subordinate. Had the latter, however, favoured me with any suggestions, I would have certainly paid every attention to them, but Dr. Wharry never opened his lips to me during the whole of the time the work of reconstruction was in progress, and it was only when it was finished, that I learnt for the first time by the perusal of his published report that he was not satisfied.

13. Dr Wharry concludes by expressing a fear that the new water closet in the course of erection will turn out equally to his dissatisfaction. Everything will, however, be done by me in conjunction with the Colonial Surgeon to make the water closet thoroughly efficient.

In conclusion, I regret to be compelled to record my conviction that Dr Wharry's language, happily so unusual in a published official report, is due less to a desire of having Hospital defects remedied than to a deliberate intention on his part to inflict pain upon myself, in consequence of the unfortunate personal relations which his infirmities ...
