2. In reply I have the honour to forward a further report on this subject from the Acting Attorney General, and to state that I feel certain that no such assurance was given to Memorialist by the Acting Registrar General.

This despatch is referred for opinion.

I have seen the Acting Registrar General and he informs me that no promise was given by him to Chi Kam-fong that his license would be returned; that on the 3rd February last, he applied for definite instructions about a license and he was directed that beyond receiving the license nothing else should be done, that he acted accordingly, and made no promise to Chi Kam-fong.

He was therefore only negligent and received a monthly notice before he was ejected, which being the fortnight he is legally not entitled to any compensation, and looking at his conduct, and considering that all this trouble has arisen through his attempting to deceive the Acting Registrar General who never intended to...
