Noto Hong Kong is overdone with public works at present, it is a strain to use up another 15000 dollars at least; nor do I see why the alternative proposals of the Chinese government set down in Mr. Marsh's minute of the 15th inst. have been rejected except because they involve a short delay.

I do not think this work should be carried out this year, the budget having been already been brought out, but I would suggest to Mr. Marsh to bring it on for next year's estimates, to consider whether the Chamber of Commerce still consents to the Chinese government consenting to the present terms, & provided no loan is raised for any sum whatever on this account, the Secretary of State will not withhold his sanction; but add that it is not likely.
