In reply to your letter No.1522 of 20th September, transmitting to this Government copy of a Circular Letter of the 9th July, 1886 from the Secretary of State for the Colonies, together with copy of a Circular Letter of the 10th March, 1886 from the Foreign Office, on the question of the promotion and extension of British Trade by Officers of Her Majesty's diplomatic and Consular Services, and requesting the opinion of this Government thereon, I have the honour to inform you that the subject has been carefully considered at a special meeting of the Committee held to-day, and I am requested to submit for the consideration of His Excellency the Officer Administering the Government the following suggestions,
