There has been a
good deal of correspondence on the subject of the European Police since the year
1889 (for which I annex a schedule for reference). Since that time the
European Constables were entitled to a pension after ten
years' service and to remit home half their pay at the rate of 4/2. They received $40 a month which at 3/9, the average rate of exchange for the year 1880 was equivalent to £90 a year.

It was considered desirable that in future the term of service entitling to
