remitting seart of the commmel Colonial Military suggested by H.C. Sir J. Bowen in his despatch of the 26th November, 1883, to the Secretary of State for the Colonies.

This contribution was regarded not as capital to be expended on fortifications and other works best. income. for defraying current expenses in connection with the troops whose annual cost over and above what it would be at home absorbs the ... and ... which very ... know ... ll in co ... than contributes.

6. Colony in comparison with what it is in the Straits Settlements, Ceylon and other Colonies where Considerable Garrison and Naval force are kept up for the protection of the lives, property and trade of the several Communities.

Instead, therefore, of any portion of such contribution being permitted, it is, on the contrary, rather worthy of consideration whether it should not be raised now. that, at the urgent request of the European Community, extensive fortifications have been Constructed involving a large outlay, and being in the future likely to require a Considerable increase in the Garrison required to defend them.
