This being a lake, I presume it could be urged I proceed any further with the consideration of the new scheme and that we fall back on previous proposals.

I cannot well take action until I have more openly in the matter acquired possession as explained in my letter No. 90. I have a copy.

But everything might be arranged confidentially, plans and estimates all prepared, so that when the time for action arrives there will be no delay in carrying the scheme into execution.

I would add that to Praya Extension, carrying a tramway from nearly one end of the island to Causeway Bay appears to me of such consequence in the interests of its action.
