My suggestion is that the site should be given free of charge, the hillside below Chapagine Cap for barracks for the whole of the troops now in Victoria and for military court and other necessary buildings, that the present barrack site or a portion thereof be handed free of charge to the Naval Yard & that the extension which is urgently required - and that the Succu enter...

It requires His Excellency to give his consent to the disposal by the Military Authorities of the ground that was given to them for Military purposes only.

I am assured that the sale of this ground and the building thereon would more than cover the cost of constructing new barracks and other buildings on the new site.

Should this be approved &c for six acres to be reclaimed...
