The local Travel and ... were also involved. Military Authorities, however, were dissatisfied with the District Officer's relief, as they were opposing the construction of a public thoroughfare that would separate their properties from the waterfront.
Some modifications were subsequently made to the Surveyor General's plan. General ... and others proposed changes which were so extensive and added so much to the original estimate of the cost that they could not be entertained as both departments declined to bear the additional cost.

At the same time, Admiral Sir William Dowell, acting under instructions from the Admiralty, insisted on the Artillery Barracks being enlarged, and the Naval Department proposed that the cost of the extension of the Naval Yard should be borne by the Civil Government, while the Military Department would provide new Barracks at its own cost in addition to bearing the whole cost of the extension of the Praya.
