Observations to make to Your Excellency the Governor Office with the fact that the Colonial Government had apparently refrained from all further action at present as once communications have taken place between the local Government and Public Works Department.

In the previous correspondence on the subject which came before your Excellency arrived in this Colony, it will be convenient to recapitulate what has been hitherto in this matter.

A sworn Surveyor General submitted, at the request of Sir George Bowen, a plan and estimate of a scheme which had been proposed for the extension of Praya in front of the Military buildings, with two rows, providing a public esplanade, connecting the Eastern and Western parts of the City of Victoria. Seven acres of reclaimed land would have been added to the total area by this scheme. The cost of carrying out the work was estimated by the Surveyor General at approximately $... one million. Sir Philip Bowden-Smith transmitted this plan to the Secretary of State in the Colonies, strongly recommending its adoption. He was informed that the scheme had been approved by the Finance Committee on condition that the expenditure would be borne partly by the Hong Kong Government, in consideration of the reclamation that it would gain; and he proposed that the Colony should bear the cost.
