bad on the large Chinese population of the Colony, unless ample satisfaction is obtained from the Chinese Government. I have already referred in previous correspondence to the opinion that is entertained by many Chinese both in and out of the Colony, that the English only occupy Hongkong through permission, and in consideration of rent, tribute or exchange. Some consider that it continues to form an integral part of the Empire of China.
