to draw a bonus and then to apply afterwards for leave to refund it, and take a passage in lieu thereof. It is not contemplated by Section III of Cromance 8 of 1869, and notice should be given that in future if any Officer or Constable of Police draws a bonus, the question whether he will be allowed to refund it in order to claim a passage will be carefully considered to determine whether or not it should be permitted, As permission has been given already to Inspectors Thomson and Rivers to refund the bonus already drawn by them, I will not refuse it in this case.
10. Mr Orby's application for permission to refund his third passage and receive five full passages before the Executive Council instead came on the 20 July last, the Acting Attorney General being present. The decision of the Council was as follows: "The Council advise that, as the refund is a matter of favour only and not of right, having regard to the circumstances under which Mr Orby was removed from the post of Inspector of Markets, and to the severe reprimand recently administered to him for his connexion with the letting of Western Market- Land No. 2, his request should not be granted":
