"the Military Authorities and one of their contractors, the said Fukuwara, with the object of assisting Mun On, in whose subcontract you were interested, to the great inconvenience and annoyance, and have behaved in a highly improper manner to the prejudice of the Military Authorities

"That in so doing you have acted in a manner incompatible with the due performance of your duties as Inspector of Markets."

15. The decision of the Council was that Inspector Orley should resume regular Police duties from which he had been provisionally detached, and that the Captain Superintendent should be requested to select another Inspector to discharge the duties of Inspector of Markets.

6. Immediately after this, Orley tendered his resignation, and applied for his pension. He had served in the Police Force for 19 years; but owing to an injury to his leg in 1882, when he was a foreman of the Government Fire Brigade, he asked that his pension might be counted as 20 years' service.

7. The application was considered in Executive Council, and it was decided that the pension should be granted for 20 years of actual service, on account of the injury referred to.

8. Mr. Orley next applied for five full passages to England; but, as he had received his bonus after his third term of Service in May, 1882, he was not entitled to another bonus until May, 1887. Mr. Orley then offered to refund his third bonus, and asked for passages for his family instead of it.

9. This question of refunding a Bonus and getting a passage in lieu of it was considered in 1885, and the following decision by the Officer Administering the Government has been acted on since that time:

"It is a very irregular proceeding...
