The case is, as shortly as follows:

1. On the 24th October, 1885, the Acting Registrar General (W. Lockhart) reported that (the lessee of Stall No. 9 in the Western Market having died) one Chii Kam-fong had succeeded in obtaining a duplicate licence by representing himself as the holder of the licence, and stating that the original document had been lost. The Inspector of Markets (Mr. Orley) officiously interested himself in assisting Mr. Chii Kam-fong to obtain the duplicate licence, well knowing, it is believed, that the real holder of the Licence was dead, and that the application for the duplicate was, to say the least, irregular.

2. The whole matter was well considered in Executive Council, and the result was an order for the immediate cancelling of the Licence.
