In October last Mr. Orley officiously interested himself in assisting a Chinese to obtain from the Acting Registrar-General, through a false representation, a duplicate Market Licence to which he was not entitled. On this occasion the Governor in Council directed that he should be severely reprimanded.

In March last formal complaint was made by the Military Authorities against Mr. Orley for interfering in a most unwarrantable manner between the Senior Commissariat Officer and their contractor for the supply of meat to the Troops. He went to the Commissariat Office, and protested most energetically if not disrespectfully against some decision of the Senior Officer with reference to the contract, and persisted in this
