In the first place, he
was not entitled, as will be
seen
from
the
Acting Attorney
General's report, either to
passages
or a
bonus
of three
months pay. What he claimed
could therefore, be granted only
as a
favour and not as a
right,
and there were reasons
for not granting

Mr. Orley was an
Inspector of Police who had been
some years
detached for
regular duty, and had been acting as Inspector of Markets, in which capacity it was his
duty
to
examine all cattle
slaughtered, including those for the Troops, to see
if they were
healthy
or not and
particularly to see that all
meat sold or exposed
was
