considered a year hence, but I do not think that it can be approved, unless the revenue is considerably increased, the possibility of which I have anticipated in paragraph 2, or unless extra taxation is imposed.
1.8. The large sum, £116,000, which this Colony has been called on to contribute towards the Military Defences has, as anticipated by Sir G. Bowen in his despatch of 12th June, 1885, W.259, very seriously crippled the finances of the Colony, and will have the effect, as far as I can see, of postponing sanitary and other important public Works urgently required.
