Hongkong General Chamber of Commerce, Hongkong, 28th September, 1896.
I have the honour to acknowledge the receipt of your letter No. 1529 of the 21st instant, submitting for the consideration of the Chamber of Commerce, a copy of a despatch from Her Majesty's Secretary of State for the Colonies, enclosing a communication from the Board of Trade, returned herewith, respecting certain statements with regard to the employment of Foreigners on board British Ships.
The letter and its enclosures were carefully considered at a Special Meeting of the Committee, and I am requested to state, for the information of His Excellency the Administrator, that, so far as the Chamber is aware, the meeting of Officers and Engineers, &c.
