enquiries to be made on the subject of the statements with regard to the employment of foreigners on board British Ships contained in a communication to Dr Cameron, Mr. N, by a meeting of ship Masters, mates, and Engineers held in Hongkong.

It results from these enquiries that the meeting of Masters, Mates, and Engineers at which the resolutions were passed which were transmitted to Dr Cameron; closure 1. 13th Septbr, 1886. was by no means representative of the different Steamship Companies trading on the Coast of China and Japan, and that the statements made in the letter of closure 2 * Septor. 1886. 28th J to closure 3. the demitory Secretary are inaccurate.

3. Annex are copies of letters from the Harbour Master, and from the Chairman of the Chamber of Commerce, and also of a Memorandum communicated.
