I quite agree with the Honourable the Acting Attorney General, and consider that the law regarding the carrying of firearms should be altered.
I do not think that the mere fact of being the holder of a night pass should qualify a man to carry arms. About 6000 night passes are issued quarterly in the City of Victoria. These passes are transferable, and it is well known that improper persons can get hold of them. (One belonging to the Government scavenging Contractor on Hak Kwai Ting, alias Chun Ching who was banished on the 16th ultimo.)
I would suggest that night passes should not be transferable, and that the name and address of the holder should be entered on them, and not merely the...
