12. I submit, therefore, respectfully that there are urgent reasons in the interest of the lease and good order of the Colony for passing a stringent Arms Ordinance, as well as an Ordinance for the suppression of the Triad and other Secret Societies, of which I have forwarded a Draft by the present mail for the consideration of Her Majesty's Government.
13. I annex for your information in connection with this subject, copies of a report of the Acting Attorney-General, of the Acting Captain Superintendent of Police, and of the dissent of the Acting Colonial Secretary to the provision of the Bill limiting its operation to Chinese.
