I am disposed to recommend that the Ordinance should be limited to Chinese, as the habitual criminals as well as the smugglers in this Colony belong entirely to this class, and these are the persons whom it is desirable to prevent from going about armed. It would be difficult to prevent sailors and foreign sailors, especially those belonging to Men-of-War from carrying knives when ashore, as they always wear them, unless it is done by understanding with the Consul.
I have never heard that they carry revolvers or any other arms than the knives which form part...
