On the contrary, it would entail great hardship on honest hardworking people who resided in the Country, and repaired to the City every day to seek employment.
The Government then appears to have dropped the subject, until the Captain Superintendent of Police called attention to it in June last (See my despatch 191, para 9).
3. In the negotiations recently brought to a close by the Commission under the Chefoo Convention, a distinct promise was made by the Hong Kong Commissioner to Sir Robert Hart that provision should be made as early as possible to carry out the recommendation of the Commission of 1882, and the subject has, since last June, been again under the consideration of the Executive Council. It has been decided that the object desired could not be effected by passing an order in Council under Ordinance No 6 of 1885, without entailing considerable hardship.
