together of unauthorized armed Bands in British territory, for any purpose whatever, should be prohibited, and that the provisions of law now in force with reference to those persons who do not hold night passes should be made applicable to the entire area of the Colony, if indeed they are not applicable already.

This recommendation was, on 24th January, 1884, approved by Lord Derby, who requested that steps might be taken for giving it effect. Accordingly, Ordinance No. 6 of 1885 was passed by the Legislative Council, which provided indirectly for this object by empowering the Governor to extend the night pass system, by an order in Council, to other parts of the Colony than the City of Victoria.
