Service on the understanding that they were entitled to the same Vacation Leave and other Privileges accorded to the Hong Kong Civil Service generally; which privileges have been enjoyed by the masters of the school for a quarter of a century, and it is contrary to precedent, (as in the case of Family Remittances and Passage Allowance,) for any existing privilege to be removed by subsequent orders.

I further have the honour to appeal in behalf of masters, who will be appointed in the future, that this Order may be made not applicable to the Educational Department of Hong Kong, as on account of the great distance from England, the loss of one month's full pay in the twelve months' leave (by the substitution of two months half pay for two months' full pay) would be a serious deduction from their means of defraying the heavy expenses of passage from England.
