Report by the Acting Attorney General.

With respect to the observations of His Excellency the Officer Administering the Government I beg to submit

1.

A clause could easily be added, as in the Singapore Ordinance, expressly declaring that this measure should not apply to Masonic Lodges.

2.

I do not think that the Guilds of Chinese Freemasons, and the Nam Pak Hongs could be called, or would come within the category of Secret Societies

3.

It would be easy to add a clause similar to the 1st part of Section 1 of Ordinance 12 of 1845 to provide for those who might have joined through intimidation or in ignorance of the designs of the Society

Clause 4 might be amended

4.

by adding after the word "presence" the words "or by warrant under his hand and seal"

With regard to Major Remple's remarks I beg to state that it would be impossible to describe the banners, insignia &c: they would, I presume, speak for themselves.

6.

I do not propose to fine a member of the Triad Society $100, but $500 or imprisonment not exceeding six months, or both.
