some of the leaders of the Society are not compelled to are known to be go doing. They to China; they are told to in this Colony - persons for whose apprehension rewards have been offered by the Chinese Government, whether for crimes or for political offences I am unable to say. When these persons become dangerous to the peace and good order of the Colony, the only means that this Government now has for protecting itself is by banishing them, which I submit it is fully justified in doing.
Some cleave to leave the Colony. Some go to China, others go to Macao, Singapore, Saigon, or Japan. Probably all those who are "wanted" by the Chinese Government go to those latter places. In only one instance has it been reported that a Triad from Hong Kong had met with his death in China. This was the Constable Li-Fun who was not banished, but was committed recently to take his trial.
