The writer has resided for a long period in China, and his calling has brought him into contact during this long period with more of Chinese than of Europeans. We are therefore assured that he is well qualified to form an opinion on the subject, although he has not subscribed his name owing to the fear that is generally entertained by the Chinese of the Triads, but he is well known to Dr. Chalmers, who testifies that he is a good and true friend of the Government.
Dr. Chalmers has been a resident for 30 years in China and is well qualified to form an opinion on the subject, and the fact that he attaches importance to this communication is therefore to be taken into consideration.
