I have the honour to forward herewith a copy of the Arrangement come to by the Hong Kong Opium Commission with reference to smuggling of Opium from the Colony into China.
The informality of Sir Robert Hart's Appointment led to an embarrassment at the first meeting of the Commission, as we had four Commissioners instead of three, and although there was no formal nomination of a President to the Commission, I was treated as such according to diplomatic usage, and H. E. J. H. Marsh C. M.G. was present.
