"They will be placed consequently at a great disadvantage as regards the Officers in the Civil Service who are allowed to accumulate vacation leave of two years, in all four months. This is a very important consideration in the case of a Colony so far from England where the cost of passages home and back is so expensive. The application of the rule will render it extremely difficult for Officers of the Educational Department to go home at the end of six years and get the change which is so necessary for Europeans after a residence of that period in this climate.
