I have the honour to forward herewith a draft Ordinance defining a line beyond which no house intended for the habitation of Chinese shall be built in the City of Victoria.

The advisability of laying down such a line was brought to the notice of Government in 1877 by Mr. Price in a letter dated the 8th May, 1877.

On account of the difference in the structures of the two houses, European and Chinese, and the habits, customs, and modes of life of their respective inmates, the necessity for such a line was recognized and the Executive Council...
