In the proposed Public Health Act, which I am
shortly transmitting home for your consideration, the evils of overcrowding
in Chinese tenement houses are fully provided against, but even
so, and apart from sanitary considerations, the presence of native habitations in the European
quarter would so depreciate European lease-hold estate property, and affect
vested interests so seriously,
still render necessary the dividing line
now recommended.
It will be seen from
