of 22nd November, 1877.

On the 21st November, (W.442)

1885, Sir George Bowen forwarded and recommended an application 923738

of a similar nature made by the Reverend Dr. Chalmers

of

the

London

London Missionary Society, to which application a favourable reply

was received from the Colonial Office. I explained in

my despatch before referred to

the

reasons

why I could not

recommend that the application

of

the

Officer Commanding

the

Troops should be granted.

Circumstances have ... changed since then. The

limits beyond which Chinese Houses

may

not be built would

appear from Lord Carnarvon's

despatch.
