Soldiers are to be considered as having been convicted of discipline only of breaches.

Some of the replies hitherto received simply reiterate the impracticability of making any classification at all; some, in effect, say the definition shall be all-embracing; some point out that it is not necessary to send these replies to you. I think it may be useful to lay before the Secretary of State the replies.
