be prosecuted first. Major Dempster and Inspector Mathieson, who were examined before the Council, expressed the opinion that evidence might, if thought desirable, be elicited at the trial implicating the whole of the Chinese Contingent of the Police Force, but it was considered
that it was not desirable to have to deal with the possible contingency of dismissing and replacing at one time the whole of the Chinese portion of the Force, and Major Dempster was instructed to confine the questions at the prosecution strictly to the men who had been taken in the act of exacting money.
