of Sanitary Board itself to extend the number of its members, who, at present, are all Government Officials, by the addition of four rate-payers unconnected with the Government Service, and I have appointed the following gentlemen to seats on the Board:

Dr. Patrick Manson,
Dr. Ho Kai,
Mr. N. M. V. J. Ede.
These appointments, which have been made in accordance with art. 2 of Ordinance No. of 1883, will impart to the Sanitary Board something of a representative character, and will greatly strengthen the hands of that body in its endeavours to cope with the many difficulties it must necessarily at first encounter in the introduction of Sanitary reforms.

The addition of the four Unofficial rate-payers just mentioned will not overpower the official voting element on the Board
