In reply to a despatch of Mr O'Conor of 5th instant, I have the honour to inform Your Excellency that I agree with him that, under modification of the present Postal arrangements between the Treaty Port of China and Hongkong, is now under consideration, the proposal to abolish the Chinese Postal Agency at Kiutschin (or Sicutsin, as written in other parts) should not be further entertained at the present juncture.
