On that occasion, as well as on the 15th ultimo, when forwarding the Report of the Commission appointed to enquire into the statements of the Police as to the growing power and influence of the Triad Society, I expressed the opinion that the time has come for seriously re-considering the alterations that were made in the penal laws a few years ago, and which appear to me to have been assented to by Lord Kimberley with some considerable hesitation.
