Acting Attorney General to enquire whether Lord Iddesleigh sees any objection to the enactment of clauses 21-24, as they apply to Receipts as well as English ships.

Also to ascertain whether, since it appears that H.M. Government is understood to have sanctioned the landing of immigrants and labourers, it should be represented to the Government of Hong Kong.

Lord Iddesleigh replied to the memorandum addressed to him by the Honourable Secretary, Sir R. Washburne, and it could be represented to the Government of Hong Kong to forward a copy of the Law which regulates the landing of immigrants and labourers.
