And it seeks to relieve the Colony from the expenses of such removal by rendering liable the employers of the destitute, or, if a sailor, the master or agent of the vessel, and lastly by placing a penalty on the master,

or agent of a vessel from which a destitute immigrant arrives at preventing the arrival in the Colony of this undesirable class.

The question of the diet of immigrants when detained in the Work House, and other details would be considered in Committee.

With these observations I beg to submit this Bill for the consideration of His Excellency the Officer Administering the Government.

The Circular dated the 26th day of July 1880 referred to stowaways. As far as I can gather from the papers connected with this matter there have been no complaints respecting the landing of stowaways
