I am directed by Earl Granville to "inform you that the following telegram has been received from the Governor of Hong Kong:
"Referring to your instructions regarding the enlistment of twelve (12) Constables required. 2. His Lordship accordingly approves of your taking steps in conjunction with Chief Inspector Horspool with whom you should communicate."
