It seems to me that the system in Hay Kary for Prison would be greatly simplified if this line were drawn more distinctly between short-sentenced and long-sentenced prisoners, as in the Straits Settlements. The age of 16 is made the dividing line between juveniles and adults, whereas in some cases all under the age of 17 are apparently treated as juveniles. 16 should be made the limit for juveniles throughout.
Rule 230: in this rule the words "over one year" might be substituted with "over two years", in order to assimilate the practice to that of English prisons.
Rule 235: I would suggest that daily prisoners should have one hour's exercise instead of half an hour, which seems too little for the purposes of health. I saw 15 in the minute, but I think it should be 12, which is the statutory limit in Hong Kong for sentences inflicted on boys under the Summary Jurisdiction Ordinance.
Rule 261: the words "in the case of a male prisoner" should be inserted before the words "by personal correction", and in the case of a juvenile offender the number of strokes should be limited to 15.
