solitary confinement, occasionally, visiting the Wards and Cells at night, and having general supervision over the Mark system. I request that the regulations be amended in these particulars.

3. Rules 28-52. I request that a rule be made to the effect that the Warden should pay special attention to prisoners in hospital and solitary confinement; the same applies also to the Matron and Visiting Justices.

4. Rule 140. Prisoners awaiting trial; as such prisoners cannot be compelled to work, some such rule as No. 185 of the Straits Settlement's regulations is presumably required, i.e., a rule to the effect that an account of the daily labour of those accepting it shall be kept by the Gaoler, and a sum less the cost of maintenance shall be paid to each man on his discharge.

5. Rules 195-203; additional rules are required with reference to the discharge of prisoners, e.g., as to paying the prisoner his earnings on release.
