I think this is to stay 6 months at penal labour, the hard labour distinction adopted Rule 300. The ordinary practice is to give.
The rule should distinctly state this has been done.
274. It is presumed this applies also to penal servitude prisoners.

283. Working in chains is very objectionable but presume there is no help for it on Hong Kong.
288. I do not see the point of the first part of the sentence. The system is very liberal and that the whole sentence can be remitted. The second part confines it, as I suppose, to penal servitude prisoners.
Rule 297. the mark system only applies to sentences of 12 months and upwards: in the Straits it applies to 6 months and upwards. In Ceylon to 3 and upwards.
I do not quite see the point of the 12 months. I prefer the Straits practice.
Rule 309. I think this is reasonable, though the first part is not in accordance with English practice. The diet is a matter for the medical man to settle: the prisoners should have enough to keep them in health and able to work, but no more.
