The Warden 28-52. Something might be added about the Warden visiting prisoners in hospital & solitary confinement; the same applies to Magistrates and Visiting Justices.
The Prison Officers rule 92 seems injudicious — laying down in black & white when the prison will be most slenderly manned.
The Surgeon rule 105. He should visit all in solitary confinement, but I imagine at present he does.
General rules. Admission and discharge 195-203. As to paying prisoners their earnings on discharge, e.g., releasing him on Saturday, not on Sunday.
Something should be said about searching, registering, and medically examining each prisoner on admission.
Cleanliness. No 205. No one is to be punished for being in solitary confinement except as an offence.
Visiting Justices. rule 134. Some rules are wanted specifying the weight of the irons & laying down that they are to be used as preventive only, not as a punishment.
Special rules for prisoners awaiting trial etc. rule 148. Such prisoners, it is presumed, cannot be compelled to work; should not an account of the value of the labour be kept & the amount be handed over to the prisoner on discharge?
Special rules for debtors rule 181. It is not evident why the words "The Visiting Justices" are omitted at the beginning of the heading.
"The queues of Chinese prisoners sentenced to penal servitude shall be cut off." In the Straits (rule 68) this is not allowed except under special authority of the Governor. Rule 214 seems severe, but it cannot do harm as the next rule 215 enacts that no prisoner on penal diet will be put to hard labour.
I do not think that rule 215, which allows no more than 5 days continuously on penal diet, is applicable to Chinese and Indian prisoners under rule 214.
Rule 218 sub sec 2 or men on punishment diet: and I should like to ask about Explanation diet 261: In England, bread and water would not be given continuously for more than 3 days. Reduced penal diet is one of the points which serve to...
