6. The Commissioner

is also authorized to submit to the other Commissioners, should

by the Chinese Government with regard to a bill which he has

drafted and which I laid before the Executive Council, having for

its object the restriction of the sale of brothels and Opium in this

Colony.

and also a return by all importers of Opium of the quantities of the drug brought

into the waters of the Colony.

7. No

plan drawn up

and considered feasible by the

Commissioners is to be assented

to by the Commissioners for trial without being previously submitted

to my approval.
