will not consent, without first applying for instructions, to any regulations having for its object
the collection of duty on Opium going to Pacas, as such a regulation
would be viewed as an unfriendly act by the Portuguese Government,
as far as Saigon
and would cut, as far
Chinese Pacas obtaining
the Opium it requires
free of duty
from Saigon, Tonqueen
and Singapore.
Any
reasonable
proposal for assisting the Chinese Government to secure payment
of duty
on goods taken into China, or brought from it to Hong Kong without interfering (in any way) with the revenue of the Colony or disturbing legitimate trade may

The Commissioner
is authorized to inform the other Commissioners that steps will
be taken at once by the Government of Hong Kong to renounce illegal and prevent the gathering together of unauthorized armed bands in
territorial Territory for any purpose
