If this could be proved legally, further steps would, of course, be taken, but legal proof is not to be had, though there is strong reason to believe the story true. With the unanimous approval of the Executive Council I have refused to accept the offer of security, which really amounted to nothing; and have directed the dismissal of the Constable from the Force.

I have been furnished with the names of a number of other prominent Triads, but I think it better not to banish any more at present. The steps which I have already taken have had very good effect, and I believe that the dismissal of the Interpreter especially will be a warning to those Chinese in Government service who are believed to have joined the Triad Society.

I annex an extract from a local paper giving an account of a case of levying blackmail by Triads.
